I don't know why the update is delayed here in Central Europe? Sometimes it takes 1 month when it's already out here (IOS).

A staged rollout means that only a certain percentage of users will get the update at a time. Meaning that the update will come over a matter of days to everyone, rather than all at once. We have no of choosing who get's the update when, it's totally random. So for now you just have to wait.
