for some reason i can't build anymore fusion plants in theonia
the only moon city that i currently have has 14 H3 mines
and i've only built 2 fusion plants so far in theonia
i suspect that it might have smth to do with my deleted cities
i did launch several other rockets to moon from theonia but the cities were all deleted
i didn't set up any H3 mines/spaceport on those deleted cities either, so it might have still locked the fusion plants anyway
