The fishing house spawns below my monorail track and cut the rails.
(the zone where the fishing house spawn is not zoned as commercial zone)
(the buildings across the road are dense commercial zones)

hmmm,I don't remember downloading any plug-in about commercial building, maybe it's from building packages 1 or 2 from the + feature
