- Remember the city name and file
- Copy it into any region with plot available to unlock.
- Select a region plot and then reset it. Remember the city code, eg:
4_4.city
- Delete any file relating to that region plot. (In this case all
4_4.cityfiles including its backup and store)
- Rename the city file you previously moved into the region's plot city name,in this case
4_4.city.
- Restart your Theotown.
- Select the plot,unlock it,and voila,the bug is reproduced.
Okay but it seems you've just reset the map entirely
And this is an assumption, but seeing as you did this on a map with nothing on it there's no promise it'd work otherwise

Basically off of what's been provided you'd be better off using the bulldozer option and resetting the map

Yes, that's why you need a dummy region to do it.
So then really this is a long winded way to hit the reset button
