Trains not spawning on third urban train line

After building a third urban train line which is meant to be a small feeder line ,

Trains won't spawn in that line . Why? How do I fix it ?

Also for background info I did see trains stuck so I delete the track the train was on..

I don't think the traffic effects the trains running on the line..

No, just use the urban track and retrace your routes

Also I don’t think the game knows how to interchange so you might want to link it up to the mainline
