I'm not entirely sure what causes the bad response time in the emergency vehicles, but they always take way too long to arrive to the area(I see the vehicles just driving around without their sirens blaring, no matter how many times I call the vehicles over. They literally drive right past the emergency), and the entire zone would be destroyed. It's especially punishing with the fire dept. because of the costs of cleaning the burnt debris.
I have made sure that the roads connect, and everything is in range. Everything works, but it takes way too long.

Yeah I hope it isn't mandatory for you to call them manually, because that's really tedious and immersion-breaking. But otherwise, the vehicles just don't respond in time regardless if you call them.

I think you should call them or they will be very late but i am not sure, i am using uber mode for a year

Eh, think it's become part of the routine to just plop down the fire/crime/medic pin whenever it is needed.
