You can only lower the ground to a point, cant just go forever.

might be that you have roads underground or like eggo said might be minimum level

Another thing I found a while ago is that if there rock decos it might mess it up

so make sure theres no decos, or placable things

It's most likely your map, u could just raise the terrain up by one too.

I saw the video he didn't raise land and i search to make sure that isn't a plugs he just lower land normal
