Anybody knows how to create enormous online regions?

In online mode, I have seen a bunch of users who created maps with over 40 huge regions. Normally, in vanilla TheoTown map builder it's not possible to do, as the biggest map size is only "huge". So, can someone explain me how do you guys create these enormous regions?
