If you want total creative experience, then I recommend you build your city in "Free" or "Sandbox" mode
If you cant a natural/controladed proccess from a little town, to a city (More slow, but controlated), then I recomment "Easy" or "Medium" mode
If you want a "challenge", I recommend "Hard" (But is not totally hard, I mean, is hard at the start, but after a little time it becomes "Medium")

Since version 1.8.45, there's an online mode in TheoTown. You can access it by tapping a button 'Online Regions'. There you can play on free regions, or access the locked ones with a password. Also, you can upload your own region, by tapping a '≡' button in main menu. But remember, it will cost some gems.

Also, for now, update isn't available for everyone. If you still haven't got it, just wait.

To have your city population grow, you need to constantly place RCI zones while making sure that you have the RCI equilibrium maintained. Placing too much residentials, for example, will NOT be an effective way to increase your population if the city is in demand for commercials.

Not sure why we can't have paid TT for Android - simply include all the diamond stuff and no advertisements. Keep the freemium version, or at least give an option to pay for all the added stuff at once.
