War is a disaster which mayors have no control of, just the same as natural disasters.
I suggest a war disaster in one of two forms:

Spawning a war just causes large random chaos of soldiers running through streets, fires, airstrikes etc -
War as a series of smaller disasters
Allow people to spawn individual military units on Side A or Side B. Such military units may include squads of soldiers, BTRs/Tanks, and airstrikes

That's a little strange, given that riots are in game. Some of history's worst riots were incited by politics. I figure if generic riots can happen then so can generic war.
Nothing terrorist related? Well terrorism isn't particularly different from mob violence, also known as a riot.
So riots, something that already exist in game, are often motivated by inflammatory political circumstances, and are essentially acts of terror carried out by dozens of people instead of lone agent radicals.
Frankly all of you are overthinking this suggestion.
It is frivolous to guess the motivations between a pixel city builder riot or fire. We can go back and forth all day, but I understand the creative direction you are pursuing.
I just urge you to consider wars happening as a disaster out of the pkayers control, similar to a fire, riot, or flood.
Honestly the causes for random fires could be totally random, or it could be arson. I just hope my suggestion is being rejected for reasons other than active imaginations.
