Okay, I'm going to suggest that you go into your devices internal storage and look for a TheoTown folder

when you find it go into maps and see if your missing city is there or not

or if there's a backup of it

my guess is that when your phone shut off, it may have corrupted your game file and deleted it, although I'm not 100% sure

I'll ask the developer for you and see what they have to say about it. This is an uncommon case
