You can do it with blue stacks, and I believe it works well without too many device straggles on smoothness.

Also, I think Sim City 4 may actually be a smarter idea if I'm looking for a similar PC game, as that's a full game that was made for PC, not a mobile game, with microtransactions, that was ported.

However, I am glad that the microtransactions in Theotown aren't invasive, and you can pretty much ignore them.
