Once you reach 3000 inhabitants, you can unlock an adjacent city/slot

This has happened between now and, probably 10 hours ago. I was up at 5am playing the game and all was fine. I am on the default starting region map, but have unlocked and built on about 5 tiles so far. Today, and by that I mean 20 minutes ago, I start up the game, and every tile except the starter tile is locked. Each tile still looks like it has a city there though, but they can not be selected. I have to go and unlock all the tiles again. But it counts the population of my starter city, and the one city I unlocked, it appears, so I have plenty of population to unlock them.
But I unlocked a tile with a town on it, right? And I dont have the option to continue playing, I just have the option to start a new city there. Im about to do that to see what happens.

Updating did not unlock all the tiles.
However, unlocking a tile that was previously unlocked, built on, and then magically locked again, will not erase the city on that tile. So ultimately, its ok.
