No whenever i am playing sandbox mode i set the zone to dense commercial and then if i want to add a non dense commercial building i have to pause the game delete the buildings i want to replace and set the zoned area to non dense commercial and then place the building. It uswd to just let mw place buildings of the same type (commercial, residential, industrial etc.) Into any zonw whether it had a building or not.

And idk what kind of computer you have which could run apk files but you can find the theo town apk online probs.
