So the reason I said depending before was some jobs get their crazy strong survival tools at different levels
Warrior for example is the earliest at 56
Its a 10% mit for 6 seconds but for every enemy hit during that window you proc a self-heal so an AOE you get back up to full instantly during a wall to wall

So ironically no not clemency it can be used for salvaging a run but its high mana cost I personally very rarely use it
Holy Sheltron is pretty good but the fact the gauge refills very slow holds it back a little bit
So it can't do as much as warrior's ability
(Tho TBF none of the other tank versions of that type of skill can)
But I personally would say holy spirit or its AOE counterpart is one of the earliest abilities
When you get that Clemency becomes something for other people to benefit from
Don't get me wrong I still make plenty use of Holy Sheltron however its more of a supplementary thing when mitigating a tank buster or doing a wall to wall

in early game, at ewhere you are, there were sometimes a mechanic to soak stuff, orbs etc that the off tank would do. Then you will start having stacking debuffs

in dungeons you can aggro a lot of mobs and use your mitigation for big pulls when you feel confident. don't forget you have a skill that increases auto attack timing
