Osrs is based fairly heavily on rs2 which came later. There was a version before that

Really, what happened is that the game continued to evolve from the original version. But there was some disagreement over changes in the rs2 era, so it got split off into osrs and rs2. Rs2 became rs3 and both games now continue to evolve independently.
And because rs3 has changed so much with evolution of combat and all osrs now represents the experience as it was before the entire combat system and all got reworked.
