Easily - toughest content in the game is more of a mechanic and movement check rather than dps checks
I used to play WvW with NA guilds from SG and UK
and pve raided with OCX guilds from NA
the ping used to be higher, actually
they did a full rehaul of server infrastructure which changed up the location and made ping globally a bit more uniform.
