because the way it works in c3 is that every tile the npc patrols gets the fire dep effect, so you can see if the fire hazard raises more than the guy can cover. And that happens when there's too much ground to cover.
Now in c3 you have roadblocks, where it's basically a invis block you put on the road telling npcs that they can't go that way, to avoid them turning the wrong way, i don't think anno has that

if yall didnt know, which job you're on when you level up grants bonus stat points that vary per job
so if you wanna min max you want to maximise gains on the jobs wiht the better stat gains
