Moving #off-topic higher on chat hierarchy

I know it may seem like a small and insignificant thing but I feel putting #off-topic higher up (somewhere near #football-chat) would help new users especially know immediately where to go for non-football discussions. Plus it’s just for ease and comfort in general

Thats where the most traffic & eye balls should be
