Active members of the server are more likely to get banned from the server which kills the server. Many channels aren't active anymore because too many active members get banned from the server.

Punishment points should be based on behavior, not activity: Punishment points are given for rule violations, and these violations should determine the severity of penalties, not the level of user activity. Active users are simply using the platform more frequently, which does not inherently make them more likely to break rules or engage in misconduct. A higher threshold could give a false impression that active users are more deserving of punishment, when in fact, a well-behaved active user should face the same rules and punishments as anyone else.
