There's a few things we can hypothesise based on this

1. The ice cream sandwich is Cornetchi's evo item and evo priority is a case of first come first served (presuming that the patissier cake is Patitchi's)

2. Chicken and waffles is Cornetchi's evo item and had priority over the patissier cake

3. Neither the ice cream sandwich nor patissier cake are evo items, while chicken and waffles is

Once footage of Patitchi starts making rounds and we have confirmation of its evo item, we'll be able to isolate most of the factors behind evo priority

I guess one good way to test it would be to fool around with Ichigotchi and Ringotchi's criteria since we know what they are

If a female teen eats three servings of strawberry rice cake and then a single apple cake, that should be enough to reveal if it's based on quantity or recency

Uni growth combines the care during the child and teen stage to determine adult. So it makes sense the DLC characters would too.
As for only using the pan once that's how it was on Smart. It's the evolution item that you used the most.

I'm a lil confused; so the new dlc tickets come with 3 uses. So if you input the lovemelo code once that counts as 1 use, then switch to very berry for a bit. If you want to use lovemelo again would inputting the code again count as 2 uses? Even if it's on the same device?

It's not really "3 uses". The tickets can be linked to 3 devices and once linked, you can use it for as many times as you like! People are so lazy with explanations sometimes and the "uses" thing really caught on. It doesn't help that the English translation of the manual also mentioned 3 uses. But that 3 uses confusion has been around since the SmaCards and people still keep saying "uses" when they mean linking to devices.

I think the DLC should also be sold separate but I hope the matching shell bundle comes with it pre-installed. Considering we probably won't be able to swap ticket DLCs once the servers go down. So we'll need 1 Uni device per dlc ticket if we want to save the content after the shutdown.

I think it's safe to assume those Uni/DLCs will be available internationally since they appeared at the UK Toy Fair and we've been getting code/download/event gifts from Japan even if it has no relevance to us
