Fleets wars infrastructure non-upgradable

We (Utopie) have captures and occupied a system but we can upgrade the infrastructure, I'm vice admiral and even when I take the control on the star base, go on the star system and try to check the infrastructure it propose to take the reward (and give me an error message when I try to ) but no way to upgrade that , so we loose reward for no reason
I try on different accounts on steam and android version but nothing to do

to be sure, you understand that the upgrades can only be done via Starbase?

Yes but even when I'm the star base it show me like if I was on my account with the "collect" button and when I try to collect it (from the star base ) it give me an error message

But there is no option to upgrade anything

err u said u were VA but u're actually Commander?

there is a bug with the UI tho regardless
