he want upgrade to lvl8 class 2 so he is lvl8. same like me. i have same issue with federation ship. I tough it maybe a bug which showing wrong price for upgrade. I filled my minerals storage to full. 650k or something like and still cant upgrade. then I seen somewhere on chat that lvl 8 is max for now. So dont know is is a bug or devs just dont made any higher lvl ships yet
