buildings are giving their upgrade bonuses as soon as you click upgrade instead of after it finishes

I've noticed that when upgrading the min and gas storages that visually you recieve the additional mineral and gas storage capacity for the unfisnished level, however, you are not able to collect min/gas above your previous maximum amount.

In this case, my previous limit of mins was 12k. I'm upgrading my min storage, which, when complete will mean my min capacity is 15k. The pop up shows my capacity as 15k even though I havne't finished the building upgrade. However, I cannot collect resources above 12k.
