I did so many legendary orders and still haven’t gotten kill shot ? What am I doing wrong

Nothing, it's just an rng drop

There are 2 versions - 1 of them just shows legendary payout, another shows legendary payout + lawless weapon mod payout (uncommon)

Keep re-rolling legendary orders till you get 1 which shows mod as a possible reward. It's still RNG but I got all of mine within 2-3 attempts
