Need Help

I have a quest and it requires me to speak woth Devrim Kay in the tower for the Armament Protocol for The Dawning Event.. but i cant find him and the quest wont track corrctly to show me where he is

It’s a lil bug in the game that quest isn’t active and is just kinda there so I’d ignore it for now
