Broken Quest

Hello lovely people i need some help, i hope this is the right place for this :)
My Drowning Labryrinth for sundered doctrine and finalities auger catalyst quest i think is broken.

im onto step 6 with 4 out of the 6 worms being found but i cant give myself second tier initiate in order to access the rooms in which the worms are located

any advice???

From what I recall you had to collect 3 worms for each initiate tier, so worms 1-3 had to be collected while you were initiate#1, 4-6 with initiate#2
