I was just in the 310 ranges for light level with two challenge modifiers and I was able to get to around B+. Now that I hit 320 and use the same modifiers I get low B's. Even if I add more I cant reach that B+ area unless it goes to -40.

You've to increase the combatant power by 10 by adding a modifier. Game works in power bands of 20 so 319 and 320 is considered as a 20 power difference by the game
It'll again get easier as you reach 340 and then repeat every 20 levels
