Is there a better way to get the Navigator?

Never got this exotic from the dungeon, haven't played in awhile. Is the only way to get it still from the GoTD final boss?

if you had played before EOF there was the emissary of the nine event where if youd completed the weekly quest youd get to choose the navigator among 2 other dungeon exotics. but now its gone. sorry dude
