I had this triumph marked to try and complete and as of now I have 1 full clear and a 2nd half clear (hobgoblin+final boss) and today I see that I can claim the triumph, do I now offically get higher tier armor and weapons from the raid because of it? was this suddenly changed with the weekly reset?

They removed the extra requirements that prevented people from getting higher tier loot from the raid
So yes you're officially gonna get higher tier loot from the raid if you claim the triumph

100% dependant on the active feats

And how does it work? 1 feat adds 1 tier to your gear? Thus 2 feats nets 2 tier drops and 3 feats net 3 tier drops?

Can't say for certain since I haven't played the raid with feats yet but your baseline drops will be at tier 2 guaranteed
