How to get vantage point pulse?

I’m trying to put a build together and it looks like vantage point would be perfect for what I’m looking for. Was wondering how to obtain/ farm it. Or if there are any other weapons with similar perk pool

currently xur is selling one, apart from that its currently just in the random xur + banshee loot pool
