Where i can get quest on divinity?

Travel to the Moon and head to Sorrow's Harbor, near the entrance to the Garden of Salvation raid.
Defeat waves of Vex until a Gatekeeper boss appears; defeating it will drop an exotic engram, which starts the "Divine Fragmentation" quest.
But I have been running into this problem where the boss wont drop the engram at all. ive seen others not be able to get it to drop either so im not sure if there is a pre req before itll drop the quest
