There should be mission banners on the destination itself, from which you can start the missions

i can only start the weekly story mission on legendary and start a random story mission on the map

Legend part 1 and 2 are triumps, each contains half of the missions in the campaign. If you finish the campaign on legendary you'll finish both triumphs as well
There are some mini-missions which unlock the next mission, e.g. get acceleron or meet someone

For some reason, they don't mark the locations of missions on your map, so it's gonna be a checklist to find all of those missions and complete them.
Look around for the objects that you would start missions from, I'm gonna call them "Dark Matter Generators", since they pulse when you get close. Either those or mission banners like someone earlier up said. That's how you can start the missions.
