Banshee doesnt give matchbook catalyst quest

I recently bought Tommys for a new EoF build, but its kinda worthless without its catalyst for the build. I tried switching characters, doing some missions and restarting the game, Banshee doesnt give the quest.

The season pass level 90 reward gives you the catalyst for the new season pass exotic and it states, that all previous season pass exotics also get it, which Tommy should be a part of.
