Progress the episode echo quest line until you unlock the exotic mission for it

Encore is the exotic mission. You'll find a node in last city and also receive a quest for Act3. 1st completion gets you the weapon and pattern. Intrinsics and catalyst are unlocked by secret chests, see a youtube video to find these efficiently

There is a bug with episode echoes (not sure if it applies here), try completing the na-veskirisk quest (intro quest from episode revenant), maybe that helps
