Its not clear as day anywhere as to how to obtain them and Rahool says i already need them to focus HELP!!!

Do some legendary lost sectors and use the engrams you get to focus basically anything

Once you've reset rahools rank (rank 16+) a new pages unlocks that let's you focus exotics including the ones you have not gotten before
