i have an i7 10700k (temporarily) paired with a 9070 xt, i upgraded my gpu from a 3070. i used to get 160-190 fps on average but since i upgraded my gpu the performance has dipped to like 90-110 fps sooo is it a cpu bottleneck?

you can check that on your task manager

if your cpu is running at 100% then probably yeah

my gpu is at 5-20% and its not much better than yours

Also you should cap your frames at 60 for D2 since the game is on a badly made engine and leaving frames uncapped causes problems
