Hey ,just have a qquestion ,why cant i find the weapon in the relic of the throne to upgrade it?

It's a world drop random roll gun, it can be enhanced directly by inspecting the weapon. You don't need to use the enclave for non crafted weapons.

okey but the odd thing is that im at lvl 14 with the gun and it says that i can uppgrade it in the enclave ..

so the only thing i can add to the weapon now is a memento i guess? im a returning player ,havnt played since destiny 1 ,so i have just 10 hours of play

You're probably misreading that, enhanced weapons that aren't adepts from raids specifically can't be modified in any way at the enclave
