Exotic cipher potion from revenant. Takes a bit of work to clear activities and get there but then every 4-5th violet potion gets you a exotic cipher potion which lasts for 2 hours. Use it for any activity with quick encounters (eg court of blades, nightfalls) and you can net 2-6 ciphers

It's not straightforward but I pop a cipher potion, run a contest of elders, 50 wave onslaught, couple of nightfalls or breach activities and end up with 3-5 ciphers and enough materials for 7-8 violet potions (~2 ciper potions). Eido's garden also has these potions every day for pickup so if you're regular (I'm not) and lucky (I'm definitely not), you may get the materials without contest/onslaught runs
