I can’t seem to get the new exotic armour to drop from the engrams. Am I just unlucky or the chances worsen with the addition of the engram change?

You don't get new armor off of lost sectors anymore, you only get engrams
To unlock new armor you either focus it at rahool (all armor pieces) or you drop it from the vex strike force public event (any armor from before TFS)

To focus it at rahool you need to reset his reputation once, this unlocks a new focusing page where things cost 1 cypher and 1 engram
