I watched online that you have to finish the 3 overthrow events on pale heart up to level 4 and then you will see a text regarding a savuthan's witness. I just did the one at the landing and the text did not show up. Any idea why? i have not finished micah-10s quest

Make sure you’ve done a full one in each area Then the next full one you do in an area should spawn them
