You can reset rahool really fast. Use glimmer + golden scrip on tome of want, run expert court of blades to get 1 exotic engram per run + other loot, decrypt at rahool, rinse and repeat

It gives engram is you use glimmer as 1st selection, ascendant shard if you use armor and alloy if you use weapons, please read the description again, easy to miss

I believe that exotic cipher tonic is a random drop when you craft other tonics; you might need one of the fieldwork upgrades with Eido, but I can't check rn
