They give more Vanguard vendor reputation, you get 1 vanguard engram each time you level Zavalla up. Effectively, yes. The amount of engrams you get will also slow down in the later vendor ranks.

Pretty sure the drop rate of engrams sits at around 30% and drops the same for all difficulties.
