Yes it is. It’s a part of the first episode that came out this year. If you weren’t playing during the final shape, you might not have access to the episode.
You would need to buy the deluxe edition to get access as you can’t buy that episode individually anymore.
If you did play the final shape when it released, then you will have access to the episode. You will just need to play through the story and reach act 2 I believe
