is harmonic scavenger supposed to cost 1 energy or 2

on my warlock it costs 2 energy, but on my titan it costs 1

It is supposed to cost 2, the old seasonal mod which reduced the cost of scav mods to 1 seemed to break the harmonic if you had it equipped when the season ended
