In step 9 out of 11 in the sundered doctrine quest, the paper thats supposed to exist to become initiated doesnt exist and i dont know what else to do.
Ive tried deleting the quest and requiring at the kiosk and that doesnt work

Oh I have, would I need to get rid of the quest on my other characters or get to the same step?

getting rid doesn't work ( i tried). you would have to progress the quest on that other character.
