I am on Step 6 but there is no paper to make it go to step 7

The papers are in a different location each quest step, hard to see. Have you looked properly or want me to show you where they are?

i have watched a vid where they are and its not there i have even looked around the whole room

i faced a similar issue. what worked for me eventually was to make sure ALL my characters are on the same step
