How do you unlock arc fragments?

I have them researched and what not from the last time I tried playing this game. The just don't show up when I go to build an arc spec. All of the solar and void ones are there.

After an hour of googling it tells me to do the New Light missions which I never bothered to do back then because it's pvp which I have zero interest in playing in this game. I don't seriously have to go through this to unlock these fragments do I?

have you checked up on ikora if you cant just simply buy them?

Google had other people with the same issue but no real good info on how to fix it other than maybe this quest

It requires a crucible rank of 250 which I'm unlikely to achieve if there were even ranked matches to get into.. I've been queuing for 45 minutes and it keeps timing out before it can fill the match.
