i think it'll be 3 explosions but since consecration alone (assuming synthos) is enough to kill most enemies in any content you will barely notice the extra explosions
(since the other 2 proc on kills, not hits)

yeah I think last time I tried it, I didn't notice any difference between "severance" and "no severance", because I tested it against a group of adds.
if it stacks, it would work better in scenarios with a bunch of adds around a boss
