I've done the cyst aerial ace multiple times an the bird won't spawn so i can change my cyst

Have you done all the other ones? Make sure you know the birds spawn location

you need to unlock the other cust in that area by doing the quest from micah

Ik all the locations it's just this certain one that's given me problems

Have you done the quest enough times? I think it's 14x total
